You cannot increase the help text character limit but if you don't want to go for vf page then you can create a text area field, populate it with your help text, hide the field label. The database counts each character as a character. If you're using visualforce/etc you could strip out the characters before they're saved to the database, otherwise they will count against. Increase field level help text limit from 255 to 510 characters.
